Oh, also good work on making it so the ATB bar still grows when attempting to run. It would be both annoying and unbalanced if this were not the case.

Basically have Defend set the character's ATB to next highest ATB - 1. Would probably require a comparison to the other ATB values, which can be kind of bloated and a hassle.
