I'm fighting Wiegraf (3rd fight) and trying to use Weapon Break with Ramza so that I don't randomly die to his Holy Sword move. I've made a few attempts so far and noticed something that's really bothering me. On my first fight, Weapon Break had a 50% chance to hit. On my second fight it had 30% and on my third fight it had 0%. So my question is....why is the hit % on weapon break fluctuating so much on the same enemy?

If there was no chance to break it at all, it's safe to say he had Maintenance on. As for the other stuff, it's possible he was wearing a mantle in one of the fights, and something else on others (unless the equipment is fixed, which I do not remember quite clearly.)
There's also the side in which you attack. Attacking from the back gives you the best hit rate you can get, compared to front and side attacks. So you also gotta watch where you're attacking from.

So he changes his gear/abilities every fight? Does this happen with all enemies? And yeah I attacked him from behind every time so far.

In some battles, the R/S/M of the enemy units can change (within a limited amount of options, usually within their classes' default skillset), and in some other battles their R/S/M is fixed. This also happens with gear, sometimes.

Ok back again but with a different question. I finally made it to Wiegraf's second form and his minions keep bombarding my party with Dark Holy. I equipped some Reflect Rings in response but that doesn't work. Any idea why?

Dark Holy, and also regular Holy, are piercing magic. They go straight through Reflect.
When looking at a spell's description, most of the time you can see a little arrow making a curve. As long as it has that icon, the spell can be reflected.

Reflect works against both Holy and Dark Holy. Not sure which version you are playing.

I was wondering about this exact thing before in a challenge run and I couldn't find a reason when I checked with FFTPatcher. Archaic Demons can pierce through reflect with Dark Holy while Ultima Demons can not. The only difference IIRC is that they use AE Dark Magic and it's a different battle, but that shouldn't matter. Would love it if someone could find an answer.

Is there any chance that the skillset itself is written to bypass Reflect? In vanilla, the Math Skill skillset is hardcoded to bypass Reflect. However a change to make a different skillset bypass reflect instead is a fairly easy ASM hack to make (just a one byte change).

Yeah, that's probably it. I bet if you did that to AE Dark Magic it would not bypass reflect anymore. Case closed.

My strategy for dealing with those demons was taken straight from Hack Fan's Content Priest SCC. Magic Defense Up and Shell
