Page for the download says it's in Sunken Gelinka, but I am unable to manipulate anything there even with the Hypno Crown. Is this just an enemy skill that is gone from the game forever, or is the manipulation rate just that bad? Can't find any info on it.

Big Guard seems to be on Unknown 3 from what I read, as of Beta 12. If Manipulate isn't working and doesn't display a 'Missed' when used, then it means he's immune to Manipulate (if it does show a Miss though, then it means it's possible). If that's the case, then you might need to use a different method to get the E.Skill off of him. If he uses it on himself, then maybe you could try either Confusing him or casting Reflect on him. However, if he has no AI to use the E. Skill and he's immune to Manipulate then you might be sunk.
