I have NOT finish the game right now.

As ennemy skill, i found :

Aqualung Harpies in the Desert around the Gold Saucer
Death Sentence Sneaky Step in the Cave of the Gi
Frog Song Frogs in the forests around Gongaga.
Laser Death Claws in the Gold Saucer Prison
Matra Magic Custom Sweeper near Kalm.
White Wind Zemelzeets around the Junon area.

For big guard, did you try to manipulate Beach plugs on a beach near Costa Del Sol ? I didn't yet, i will test and report back.
