The wikia says he doesn't, but it's in his level up data for level 1.

He didn't have Flame Strike, but rather he had Pyrokinesis. Same exact stats as Flame Strike I believe, just a different name.

I think he comes in with his own version, Pyrokenises, which isn't learnable by others.
Nah, he has Pyrokinesis learned at level 2. It doesn't matter in the scope of Dragon Trial (since initial skills/stats are set) but I was just curious.

What I might do is lower the gains per level, but make the levels go all the way up to 70 (they go up to 99, but right now everything past 50 you get zero stats before Masters, which could very well fuck you over). I'll take a look at it when I get home; I'm at work right now.

As I said before, the large stats gained per level are a problem, but mainly because since you're a low level in the beginning, the stats are obviously small, which gives me less wiggle room for enemy tweaking because just a few -- literally, like 2 or 3 -- points too high and the enemies will be one shotting you, but a few too low and their damage becomes minimal.
Ryu's strength was the test dummy for this, so that's what we're using in the example. Here's what I'm looking at right now.
Levels 1-30, you will get 2 points per level instead of the normal 4. At level 30 this will put you at 72 strength before Masters and Equipment.
Levels 31-80, you will get 3 points per level instead of the normal 4. At level 80 you will have 222 strength on Ryu (again, before Masters and Equipment) as opposed to 210 at 50 currently.
This makes it harder on me as far as balancing characters goes, but not too much of an issue. It keeps the stat gains low until I have more freedom with enemies, which is the main issue here.
Thoughts?

Yeah. Unfortunately this also means I'll have to play around with the exp values, as every level past 50 has a FF FF exp value, or 65535 exp to level. I might tone down exp across the board regardless, just to put a major dampener in anyone's desire to break the game by going to 99 (really you'd probably just be shooting yourself in the foot, because you'd be losing stats in the stats Masters take away from since you wouldn't have natural growths to offset it).

So, maybe a good way to balance level gained in BoF3 is to have a linear Master balance, where first earned masters give less overall stats and endgame masters give slightly more stats. This keep an incentive to not over level (kinda like 1.3).
Just saiyan

The only problem with that is that Peco in particular will still become stronger than everyone else, so I'd have to completely re-evaluate his stat gains, and the cure is worse than the disease.
...I just thought of something absolutely fucking evil I could do.
I could give all bosses an AI condition that increases all of their stats by a magnitude of 10 (anything from 2-25) when Ryu is 6 or more levels higher than them. This would prevent overleveling, and provide a nice little "Fuck you" to people trying to break it through grinding.

You can actually do that? I mean maybe not 10x harder, but scaling bosses is something I love D:

I wouldn't call it scaling really, because let's say Nue is level 5 with this condition. Ryu could fight it at level 11 and level 80 and it would have the same stats.
And honestly? Even increasing their stats by a factor of two would be enough to absolutely crush you.
