To my knowledge, no one made one. Modding takes a lot of time and work. Not every game is a good base for a mod. I personally don't know enough of Chrono Cross's mechanics to tell you if it's moddable. If you are technically inclined, why not make one yourself?

A while back, the last time some new mods got moved from "Development" to the main page, it was decided to help newcomers to the site by featuring only active or highly-requested mods on that list. I'm not sure whether LandonRay's CC mod was there before or not, but the mod itself is still featured on the downloads page ... so hopefully if folks want to talk about they'll either start a thread as you did or pop into chat.

Landon chose a while back to not give some of his mods a subforum on the premise that they were one and done projects. He didn't have any intention of updating them.
