At least in my case, no, Sabin is level 24 so he didn't get Sonic Boom, but he got Bum Rush

Crusader was in the hidden room in the tower at some point? You don't have to kill all the dragons?

What happens if Sabin is not in the party when you recruit Setzer? If that means Bum Rush is missable, then that's a game breaker of sorts.
I can test on my current play through, but I just play leisurely, so I might not get to that for a few days (just recruited Gau in WoB).

Bum Rush isn't missable. You can still get it from Duncan once you get the Falcon.
Sabin being absent from Setzer's recruitment scene shouldn't stop Bum Rush from being gained either, as it's just a bit being set in the RAM that's independent of Sabin's presence in the party. That bit should obviously not be set at this point - my next job is to figure out what exactly is happening.

Updated the download on ID. Also took the opportunity to ninja-edit an error in the Unlockme and clean up the installation instructions in the Readme a bit.

I did upgrade from 1.7.0 to 1.71 mid-game and I was awarded Bum Rush early. Not sure when it appeared because I didn't check the screen until I leveled up to Sonic Boom (in Daryl's Tomb).
