I'm having an issue with Rank Up system, and I don't know if it's because of the shoddy controller support of the Steam version, or if I'm just not using Rank Up properly.
At the beginning of the game (the first save point before the Scorpion fight) I managed to load into the Rank Up screen and had the first conversation with Mr. Smile. Of course, I couldn't do anything at the time, but I noted the system, and decided I would revisit as I got further into the game.
I am now at the second reactor right before the second boss, and decided it would be a good time to revisit the Rank Up system. I'm at the save point before the boss, but I cannot enter into the Rank Up screen. The display shows [L2/Camera] Rank Up, but no matter what button I hit I cannot enter into that screen.
I thought it might have had something to do with the shoddy control scheme issue, so I removed my controller and attempted to do it with the keyboard, but still I cannot see Rank Up.
My other thought is that I simply cannot do it yet, but I can't find any information on when you gain SP, or when you can Rank Up. Can somebody help me out?

I checked the old flevel, that save point doesn't actually have a working Rank jump. Before I implemented it properly, I dummied out the command on every save point and then for the 1.35 update I enabled it on every save point...except for that one which I missed. Sorry about that, bud.
In any case, it's roughly around either Aps or after Reno when you'll be seeing your first Rank Ups. In the upcoming 1.4 build I've improved the system so that you can check SP from the save point directly instead of having to actually go into the rank screen, and you can also get SP from random encounters/notifications when SP is gained. In the current build, it's only from bosses/story events and there's no notifications.
