Garr isn't bad, he's just worse than Peco in every way. It's like comparing vanilla Agrias to Orlandu.

This is super late, since I just found out about this, but my favorite team has been Mage Ryu, Rei, and Peco with Magic Form. Mage Ryu is a pretty fun experience, and it's cool to have a really good buffer/healer/whatever who's permanently with the party anyway

I also like to try to use everyone on different plays I do just to change things up but some of the ones I really like to use are..:
Ryu: Pretty obvious - Dragon, main character, fun to try out different builds. I like to have him more on a Magic build to gain more MP. I like to hold Dragon forms longer. While focusing on STR second.
Rei: I like him for his speed when I want to use the Speed Formation like some have mentioned. Nearly game breaking in the end game of vanilla. Still, but really fun.
Momo: Momo is great with her Magic at the end game, if you give her enemy skills you collected, you can give her great elemental attacks, combined with with healing and buffing skills, I prefer her over Nina in the end of the game since I can use elemental magic with Momo too. (If I am focusing damage through Ryu.)
Nina: She is great early in the game when you are limited on magic spells and strong enemy skills. But late game I feel she lacks use because of her defense and lack of support abilities.(At least until you reach Vulcan to get his fire spell.)
Peco: Peco is actually great if you level him up with the right Teachers. He can become a fantastic tank if you place him in front with him HP and defense, and set the correct battle formation.
Garr: To be honest, I don't really like Garr, he is slow and whatever. Sure he is strong, but everything else about him is terrible. You will spend most of your time selecting "Attack" with him. HOWEVER, in the end of the game teamed with Rei, you can use that Speed Formation to your advantage.

Peco isn't great at all, he's straight up game breaking. He's getting a nerf to bring him more in line with everyone else, both in stats and ability. He excels in areas Garr does not, and vice versa.

You'll love Garr in Dragon Trial.

Main Team:
Ryu: Fighter. Evenly beefed up attack, defense, and HP, to stand as my front line. Deals damage through a wide variety of skills.
Nina: Mage. Primary role is dealing damage through elemental attacks and debuffing the enemy
Momo: Support. Assists Ryu in offensive attacks using her bazooka(It does more damage than he does right now, probably will fall off later), and buffing. Assists Nina in offensive needs with magic. Primary healer when it is needed.
Other characters:
Garr: Bruiser. Focused on attack increase, but also HP and DEF. His primary role is pure physical damage all day every day.
Peco: Tank. Purely trained in HP and DEF, hes my go-to if I need to soak up some nasty beasts damage while my teams takes it out.
Rei: Theif. Purely trained in AGI and ATK. He will be used in the Chain Formation to quickly kill enemies, and steal items
