A Breath of Fire III hard type would be pretty badass, if it were possible to make. Best Breath of Fire game out there.

Yeah, you want to open the ISO with a program like CD mage and get its contents. The ISO itself is just an image of a cd. Just like if you put a PC game in, it contains files.

You have to use a debugger, and set breakpoints in the ram, which points to a ROM address.

the edit part i didnt understood just because like a said before i enver studied programming so i need start from basic and i would love work on this mod by myself

Eh, a full mod is more than just balancing ideas and "random help", it's weeks worth of hard work (many times months or years).
