Fixed levels are the best way to go to achieve a proper balance. The only other option would be scaling with fixed minimum levels, but that encourages people to avoid leveling which I think is a bad gameplay mechanic (and I don't even know if it's possible to program).
Bosses have been significantly buffed in their stats and have access to stronger move sets.
