debug_ castime off misc patch. how do i activate it?

just wondering about misc patch debug_ casttime off pach does this eliminate casttime altogether and if so how do i activate it i have patched seiken 3 and characters still have casttime even with the game patced?

I forgot to delete that...
as the name implies it is a debug-patch, meant for if debugging failed.
it removes the "fix" that stops your cast timer while in menus and cast animations, so you would have the original bug again that it still runs down there even fi that makes no sense.

I only made that debug patch because there were ... painful issues... with the first generation(s) of trying to fix that bug.
