I have an alternate strategy.

Spoiler

I don't remember one party character i think it was edgar, but it was based on using runic on gogo to stop ultima and meteor, using shadow with the scrolls to stop it using meltdown. Gau with osteosaur i think it was, the one that has magnitude and holywind. Holywind bypasses runic, that is why I don't use gargoyle that has the better sun bath, but uses quake and that fucks your strategy.

If you attack it with earth and have the characters float you will not get hurt most of the fight. Only when he does the physical attack that does a lot of damage, then you can use defibrilator.

Use some items to cure and float again. Wait until he casts ultima and then float and runic again.

Of course that first of all ypu have to slow him and then hastex your party.

I actually fucked up with a savestate and had to do the whole tower again and i beat it again with the same strategy.

Just reporting back that I did beat Kaiser on BNV 2.0. I wrote down the party/plan I used. Major spoilers for how it works.
Sometime last year I made it to Kaiser, realized my party couldn't do it... I thought I'd come back later, but ended up just re-playing the entire game from scratch.

Spoiler

I ignored the 8-element thing and just played like normal.
Then at some point, there was a message...

When that message occurs, I follow my parties path to hitting 8 elements, followed by non-elemental.

I wiped out once because my first party didn't have enough elements. I did a warp, reconfig'd my parties, and was able to readily take down Kaiser with:
Celes (38), Sabin (36), Locke (35), Terra (34)

Sabin does a lot of Chakra and a bit of float, slow, or Mantra.
Celes and Locke are in back row for this fight and should be equipped with a shield. They got wiped out quickly, even with guard/wall rings, and decently high defense.
I got wiped by 9999 damage, rerise, and immediately wiped by ultima haha.

My plan

Celes: Merton Fire+Dark
  - Forgot to equip Celes with Multiguard*facepalm*. Still, in front row, she only took 1k damage from Merton.
Sabin: Aurabolt Holy
  - Tiger mask reduces merton damage
Locke: Demi Earth
  - Multiguard
Terra: Storm Wind+Water
  - Minerva
Celes: Ice/Cure
Terra: Free or fill in missing element
Locke: Bolt/Cure or final non-elemental attack
Final: Non elemental Terra Ultima

I only had to do this once. I guess this party is pretty strong... Kaiser died before a second chance at his ultimate party wipe.

Then after that, spoilers for boss(es) after Kaiser

Spoiler

I found Myria or Isis fight a bit more tricky.

Everyone is wearing auto shield+shell for every fight, except Umaro, so incoming damage is managed pretty easily.

For Isis, I would have preferred Strago, Gogo, or Sabin with Holy Wind/Mantra for healing, due to the pincer attack.

Isis because I couldn't figure out what was going on for a little while.
Mog, Umaro, Shadow, Relm

Turns out it had charmed Umaro. Eventually I figured out to let Umaro die. It had charmed Umaro, then someone else, then Umaro, so I was confused.
But while Umaro was charmed, he was a one hit KO to any party member, so I was spending a bit of time doing rerise+regen, while being confused...
While Umaro was down, eventually it charmed Relm. I was able to revive Umaro.
While Umaro was down, this was where I used Shadow's Ninja stars.

Mog (32): Mage+Punisher+shield. Super high defense and front row tank. Didn't use dance. Love applying sap with him. Haste is great.
Umaro (37): Use both storm and blizzard belt. Let him go ham!
Shadow (31): Front row, 2x attack weapon with slow/stop, and the aero katana. Mostly used for support magic regen, hastex, and rerise... well until I had him throwing ninja stars.
Relm (37): Great for rerise, regenx, cure 3, and occasional flare/meteor. I love osmose.

Myria... glad I had a lot of Holy Waters.
Cyan, Gogo, Edger, Strago
Let Edgar and Gogo regen mana for Strago/party, with occasional heals.
No rerise here... so I'm not sure about the interaction with this boss. Kinda funny how it all goes, as I regularly had two characters zombied.

Cyan (34): Vigor with Masamune
Gogo (30): Lore, Blitz, Magic
Edger (30): Magic/Speed, mostly mana battery and remedy/cure2. Use drill to apply sap.
Stago (37): Magic/MP, lots of black omen and I love osmose.

Kefka. Cleared the entire way with just Celes, Sabin, Terra, and Shadow.
Mainly use Sabin for Health/Mana regen, Celes and Shadow for support for rerise/regen, Celes for Cure w/ occasional Bolt 3, and Terra with Ultima w/ occasional heal/regenx.
Slow/sap useless for the first time lol.
I used up all my remaining X-ethers and many X-potions during this fight. At times I was running low on mana and Sabin's Chakra couldn't keep up.

Celes (38): Magic/Speed. Equip elec sword, oath viel, and used falchion (meant to wear multiguard). Maximize defense. Occasionally use bolt 3 or melee attack.
Sabin (36): Tiger mask, genji armor, support expert. Although pummel applies sap
Terra (34): Circlet, gem box, Chakra, wowie that's a lot of Ultimas. I pretty much did Ultima with her the entire fight, unless I had to cast life, regenx, or cure.
Shadow (31): Support. He actually counter attacked sometimes, which was useful to apply slow.
