So, according to the Quizmaster, there's now twenty pokemon in the game. There used to be 13, and then another was added. Is it really 20?

There's a graphical glitch that triggers when you hit a Buzzer (in the encounter where appear 4 of them) with Thunder Punch. Their sprites change colour but after they use an attack it goes back to normal.

Psychopath says the Anti-Guys have 60,000 HP, but they die at around 30,000 HP (2 Geno Whirls + about 12k in poison damage).
Also, the Lazy Shell didn't do as much as I'd hoped to protect me from them

So you caught celebi already?
Lazy Shell has the 2nd highest defense of any armor in the game. Plus is nulls elements and all status. And you don't need to beat a powerful boss to get it. On Hard mode, you still need some blocking skills however.
Don't rely on Celebi too much..otherwise you'll be sorry. She's NOT going to save you all the time.

I felt like it was much easier to beat the elemental dragons than Croco in Nimbus Land, rendering Croco's shop useless. Am I missing some strategy for Croco?

I did use Regan to beat Croco (in addition to the other solo fights)... but I couldn't survive his quadruple bomb attack until after I had already beaten the Thunder dragon.

Spritz bomb (quadruple bomb attack) can be blocked. Good timing would drastically reduce the damage from it.

So I was dicking around and died to Pink and Green on Star Hill.
I went ahead and moved on through to Seaside not even intending on skipping it but when I went back the star was gone. Not in my stars either.
Unsure of what, if any, impacts this will have on the game.

Ok so I for sure fought them first and died.
After that, I went and explored the other Star, got rekt by Goddess, and respawned in the room with the star.
After that I was like "I'm gonna see if I can't hit up a new shop early" (not knowing the dude at Sea was no longer here in this hack) so I did the stars for the last gate and it took me on to Seaside as usual. I went as far as entering the Sunken Ship before going back to take care of business when I found the Star missing and the rangers not coming to face me again.
Unfortunately, due to doing that much before going back, I am unsure of exactly what I did to make it happen or when it did specifically.
