Gogo's stats are as quirky as Gogo itself is. Straight 30s across the board looks balanced, but it actually means that Gogo has pretty average Vigor, Magic, and Speed, but ludicrously high starting Stamina. Of course, since it can't equip Espers, don't expect Gogo's stats to get any better over time. Gogo also has fairly low Battle Power and average defenses, but both of its evasion stats are remarkably high.
Special Skill - Mimic
Gogo's default ability is Mimic. It replaces all other commands and is always available in its command list. When used, Gogo will do the last thing a character did, essentially utilizing the exact same command to do the exact same action against the exact same target (where applicable). This action is instantaneous and costs Gogo no resources, even if copying a very powerful spell. Note that Gogo can even Mimic some commands that normally wouldn't be available to it, including X-Magic!
If Mimic is too random for your tastes, Gogo has the ability to copy other characters much more directly. By entering Gogo's Status menu and pressing A, it's possible to assign commands to Gogo's three empty slots. This includes Fight, Magic, and Item, but also includes just about every other special ability known by anyone else in the party. That means Gogo can use Tools like Edgar, Blitz like Sabin, Rage like Gau, and so forth... and can do many of these things in the same battle, something the originals obviously cannot. Just bear in mind that without Esper bonuses, Gogo will often be much worse at the actions than the original character, and Gogo must meet all requirements for the special ability that the original character must (for example, it'll need a Dagger equipped to use Bushido or Runic).
Espers
Gogo cannot equip, use, or learn spells from Espers. As a result, Gogo cannot gain any stats from them.
Spells
Gogo doesn't learn spells from Espers, but unlike Umaro it does know how to use the Magic command. Gogo's Magic menu, however, is a little different from regular characters'. Seeing as Gogo is, after all, a mimic, its spell list is dependent upon the people in Gogo's party. Gogo will know every spell anyone else in the party knows, and can use them through the Magic menu just like the originals. This of course costs Gogo MP.
Due to Gogo's spell selection, it can't really fill any gaps your party is missing in terms of Magic access. What Gogo can do is take some of the burden off other members of the party who have more important stuff to do. Being able to cast Celes's Haste and Safe buffs with Gogo, for example, frees up Celes to attack or cast damage or healing spells. It's a good idea to pair Gogo up with characters who have more spells than they know what to do with; Gogo can probably find some extra use for their spell list while they're busy.

Availability
Gogo is a hidden optional character who is only recruitable in the World of Ruin. After defeating the mysterious Zone Eater on Triangle Island, the party will find themselves in a new dungeon. Get to the end of that dungeon and Gogo is recruited. After that, it won't have much to do or say, but it'll be available for the rest of the game.
