Just reporting back that I did beat Kaiser on BNV 2.0. I wrote down the party/plan I used. Major spoilers for how it works. Sometime last year I made it to Kaiser, realized my party couldn't do it... BNW 2.0, having a lot of trouble after 15 tries on this boss, even with this very helpful thread. I simply don't understand what I'm supposed to do, because it ends up killing my party sooner or later.

Edit: I actually got Raze in Gogo's cave. Some enemies have changed and/or moved. Raze was also available in Daryl's tomb from the, iirc, Shokan. For BNW 2.0, for Raze, I couldn't find this enemy after 15 straight battles in this forest: Allosaurus: Forest Outside Thamasa (WoR) This one also did not cast it: Revenant: Phoenix Cave From Gau's rage list change log in the readme, it looks like the revenant no longer casts raze? --> Revenant --- 2/3 to Holy (was Raze); 1/3 to Blaze (was Firestorm) As suggested, one of Gau's Rage abilities does have Raze, if these present problems, assuming the enemy is available before the Tower of Kefka. --> Shokan ----- (i.e. Orog) 2/3 to Dark; 1/3 to Raze Also, this is my second time playing BNW, and both times I did **not** get this from Hidon: Shield Hidon (Ebot's Rock) I don't know how to get it. (When you google for Strago's lore in BNW, you find this page)

Anyways, I like this game because I can plan long term safety and it actually matters. Having mana regenerating matters, e.g. blitz or battery. I spent an hour trying the rasp strategy, so I was able to just change up my tactics after an hour.
